I get round bales of "skunk" hay from a neighbor every year for garden mulch. I keep them at the back of the field and move them up as needed. Deer have always eaten from them in the winter, and we do hunt our property. I don't see how having hay bales could be considered baiting, but a friend raised the question and now it has me worried. We do not have any livestock at the moment, and even though the intended purpose of the hay is mulch, the deer don't know that...... Does anyone know if there is an issue with this? I can't imagine that having hay in a field would be considered baiting but you never know.
